Every building has quiet hours. A broadcast facility has quiet minutes, and they are not on a schedule you control.

Media City is the one district where the constraint is sound. Studios, edit suites and voice booths can go live at any hour, so the work is planned against a transmission schedule rather than an office calendar, and the plan has to survive that schedule changing at short notice.
